Summary
- Cost (estimated by approximation (proxy): Seattle commercial parking tax forecast): Implementation of the tax rate change relies on existing municipal tax administration infrastructure. _(state lowered by the check of the numbers)_
- Effects (estimated, with stated assumptions (assumed range (a MAGI convention, not evidence))): Because no direct causal evaluation of the Seattle commercial parking tax increase exists, local impact is appraised by combining the statutory rate adjustment of 2.5% (a relative increase of 17.2%) with empirical parking price elasticity estimates.
- Is it worth it (estimated by approximation (proxy): Arrecadação por ano com a alíquota proposta (base constante); Variação da arrecadação por ano com a alíquota proposta (base constante)): The revenue appraisal method models municipal commercial parking tax yield under the proposed tax rate on a constant base. This conclusion rests on numbers about something similar to the policy, not about it. _(state lowered by the check of the numbers)_
- No answer: Who gains (the phase used the steps it had).

Datas no formato ISO. - household_has_member_7_17: true… (+896)

The City of Seattle
Ordinance
Council Bill 121314
An ordinance relating to taxation; increasing the commercial parking tax; amending subsection 5.35.030.B of the Seattle Municipal Code.
Recitals:
Revised Code of Washington (RCW) 82.80.030 authorizes cities to fix and impose a tax for the act of or privilege of parking a motor vehicle in a facility operated by a commercial parking business within its boundaries, to use strictly for transportation purposes in accordance with RCW 82.80.070.
There are numerous commercial parking businesses operating within Seattle providing parking for which a fee is paid.
In 2006, the City Council passed Ordinance 122192, imposing a commercial parking tax for the act or privilege of parking a motor vehicle in a commercial parking lot within Seattle that is operated by a commercial parking business.
The commercial parking tax imposed by Ordinance 122192, and last amended by Ordinance 126488, is equal to the parking fee multiplied by the 14.5 percent parking tax rate.
The Council desires to increase the commercial parking tax rate to support transportation projects and programs. Therefore,
Be it ordained by The City of Seattle as follows:
Section 1. Subsection 5.35.030.B of the Seattle Municipal Code, which section was last amended by Ordinance 126488, is amended as follows:
5.35.030 Parking tax imposed
* * *
B. The amount of the parking tax shall be equal to the parking fee multiplied by the parking tax rate. ((Effective July 1, 2009, the parking tax rate is imposed at ten percent (0.10). Effective January 1, 2011, the parking tax rate is imposed at 12.5 percent.)) Effective July 1, 2022, the parking tax rate is imposed at 14.5 percent. Effective January 1, 2027, the parking tax rate is imposed at 17 percent.
This ordinance shall take effect as provided by Seattle Municipal Code Sections 1.04.020 and 1.04.070.
Passed by the City Council and signed in open session in authentication of its passage on ____.

Seção 3: Teoria da mudança
Theory of change: how the policy is meant to work
State: computed from sourced numbers.
The ordinance amends the Seattle Municipal Code under Section 1 to raise the municipal commercial parking tax rate from 14.5% to 17.0%, representing an increase of 2.5%. The tax applies to the act or privilege of parking a motor vehicle in a commercial parking facility within the boundaries of the City of Seattle, authorized under state statutes RCW 82.80.030 and RCW 82.80.070 strictly for municipal transportation purposes. The effective date set by the council is January 1, 2027. The policy operates through dual pathways: generating dedicated local tax proceeds to fund transportation programs, and creating a price disincentive for personal vehicle parking that can encourage modal shifts toward public transit, active travel, or carpooling.
Method: The theory of change is read directly from the statutory provisions, municipal code amendments, and authorized purposes set out in the bill.
Causal chain
- commercial parking tax rate increase → higher tax yield per parking transaction collected and remitted to the city → increased municipal revenue dedicated to transportation programs (assumption: parking transaction volume remains relatively price inelastic so tax revenues expand; risk: widespread commercial parking tax avoidance or steep demand drop shrinking the tax base)
- pass-through of higher parking tax into customer parking rates → increased out-of-pocket cost of vehicle parking in commercial lots → reduced personal motor vehicle trips and commercial parking occupancy (assumption: commercial operators pass the tax increase through to consumers rather than absorbing it; risk: operators absorb the tax or drivers lack viable travel alternatives and continue driving)
- reduced personal vehicle travel and parking → substitution toward public transit and active transportation → reduced downtown traffic congestion and lower vehicle greenhouse gas emissions (assumption: public transit and non-motorized options have adequate capacity and geographic coverage; risk: drivers divert to cruising for free or lower-priced on-street spaces worsening local congestion)

Seção 4: Evidência
Evidence: what is known elsewhere, and whether it transfers
State: estimated by approximation (proxy): US parking price elasticity of demand; mean parking price elasticity of demand.
No causal evaluation of this specific Seattle tax adjustment was identified, so empirical findings from the transport economics literature on parking price elasticity serve as proxy evidence. A meta-analysis of parking price elasticity across international studies reviewed by the Federal Highway Administration found a mean price elasticity of -0.482 elasticity, with an econometric model for the United States estimating a price elasticity of -0.39 elasticity. These inelastic estimates confirm that commercial parking demand decreases moderately in response to price increases, indicating that raising the commercial parking tax will expand net municipal tax yield while producing modest reductions in vehicle parking volume.
Method: Meta-analytic parking price elasticity estimates for the United States provide the closest empirical proxy for evaluating how parking demand and revenues respond to commercial parking tax adjustments.
Does it hold for this place?
- Theory: Price theory predicts that increasing parking fees reduces parking duration and transaction counts or shifts travelers to alternative modes.
- Local conditions: Seattle possesses dense employment clusters and transit options that provide viable modal substitutes for personal vehicle trips.
- Evidence in other contexts: Empirical studies and meta-analyses consistently document that travel and parking demand respond negatively to price changes with price elasticity in the inelastic range.
- Implementation: The City of Seattle Department of Finance and Administrative Services already administers the commercial parking tax so adjusting the tax rate relies on established electronic filing and auditing routines.
- Rating: the effect transfers with caveats.

Seção 5: Implementação
Implementation: cost, capacity, take-up and feasibility
State: estimated by approximation (proxy): Seattle commercial parking tax forecast.
Implementation of the tax rate change relies on existing municipal tax administration infrastructure. The commercial parking tax currently generates $52.1 million/year at the baseline rate of 14.5%. The statutory rate increase of 2.5% to the proposed rate of 17.0% constitutes a relative tax rate adjustment of 17.2%. The tax is remitted by commercial parking operators and primarily borne by drivers paying parking fees. Because the City of Seattle Department of Finance and Administrative Services already administers and audits this tax, administrative implementation costs for the municipality are minimal, consisting primarily of software parameter adjustments and taxpayer notices. Compliance among established commercial parking businesses is historically high under standard municipal business licensing requirements, though risks include legal challenges or substitution toward exempt parking.
Method: Combines official municipal budget baseline revenues with statutory tax rate changes and relative adjustments.

Seção 6: Impacto
Impact here: the effect for this place
State: estimated, with stated assumptions (assumed range (a MAGI convention, not evidence)).
Because no direct causal evaluation of the Seattle commercial parking tax increase exists, local impact is appraised by combining the statutory rate adjustment of 2.5% (a relative increase of 17.2%) with empirical parking price elasticity estimates. Transport economic research for the United States indicates a parking price elasticity of -0.39 elasticity. When parking lot operators pass through the tax adjustment to consumer parking fees, demand decreases only moderately due to price inelasticity. Accordingly, the policy is estimated to induce a relative reduction in commercial vehicle parking transactions in the small effect band, centered at 3.5%, with an interval spanning from 2.0% to 5.0% at a confidence level of 80%. Concurrently, the inelasticity ensures that municipal commercial parking tax collections expand substantially, generating additional dedicated revenues for the municipal transportation fund.
Method: In the absence of a direct local evaluation, the impact on commercial parking transactions is estimated using the small effect band, derived from empirical parking price inelasticity and statutory tax adjustments.
Assumptions
- an ordinal band MAGI chose for the relative change of the outcome a policy might bring, when no evaluation of it was found: the size of the change in the direction the theory of change gives, as a fraction of the outcome's level before the policy. The value is the middle of the band and the range is its edges. A convention, not an estimate of anything, and not evidence: the level is MAGI's own bet
- the agent's stated reason: The tax rate rises moderately and parking price elasticity is inelastic, leading to a small percentage reduction in commercial parking demand and vehicle trips.

Seção 7: Vale a pena
Worth it: cost-effectiveness or cost-benefit
State: estimated by approximation (proxy): Arrecadação por ano com a alíquota proposta (base constante); Variação da arrecadação por ano com a alíquota proposta (base constante).
The revenue appraisal method models municipal commercial parking tax yield under the proposed tax rate on a constant base. Against the baseline collection of $52.1 million/year under the current rate of 14.5%, the proposed rate of 17.0% yields an annual collection of $61.1 million/year. This corresponds to an incremental annual revenue change of $8.98 million/year, representing an increase of 17.2%. On the cost side, the municipal administration faces negligible operational expenditure increases because the collection and compliance mechanisms are already active. These constant-base revenue projections represent an upper bound, as behavioral substitution and negative price elasticity in parking transactions could temper the net yield.
This conclusion rests on numbers about something similar to the policy, not about it.

Seção 8: Avaliação
Evaluation design and what is missing
State: proposed by MAGI.
To evaluate the policy once implemented, the City of Seattle can employ an empirical quasi-experimental design. Evaluators can link municipal parking tax filings and transactional records with regional transit card boardings and on-street sensor data. A synthetic control group or difference-in-differences design using neighboring Puget Sound municipalities where commercial parking taxes remained unchanged would isolate causal effects on parking volumes, consumer fee pass-through, and modal substitution from macroeconomic shifts. What this appraisal could not resolve includes the microdata on individual parking operator transaction volumes, the precise empirical pass-through rate to retail parking rates, and the extent to which drivers divert to searching for on-street parking or switch to transit.
Method: Evaluation design proposing a quasi-experimental evaluation framework and cataloguing remaining analytical gaps.
Evaluation design: comparison: A difference-in-differences or synthetic control framework comparing commercial parking transactions, occupancy, and transit boardings in Seattle against neighboring Puget Sound cities that did not change parking tax rates; data: Monthly commercial parking tax remittance records held by the Seattle Department of Finance and Administrative Services, combined with electronic fare card boardings from regional transit agencies; when: Pre-reform baseline tracking across quarters preceding the statutory effective date, followed by post-implementation evaluation across subsequent quarters and fiscal years.
What is missing
- operator-level commercial parking transaction counts and parking space counts in Seattle
- empirical pass-through rate of commercial parking taxes into consumer parking fees
- elasticity of substitution between commercial off-street parking, on-street metered parking, and transit modes in Seattle
